Shows a stacked notification and returns close/update. Defaults: info, 3500 ms, bottom-right; displayTime 0 stays open. Under SSR the handle is a no-op.

Parameter options is a message string or TxNotifyOptions. Synchronously returns TxNotifyHandle. close(): void closes idempotently; update(changes): void applies partial options and restarts the timer. Stack position is fixed at creation. Actions use action.text/onClick. The current theme must also be available on the document body because notifications are mounted there.
